Mr. Wahid Hamed said that the minister's character in the film was a real person.
Ahmad Zaky suggested to Moufid Fawzy that he play the presenter who would appear on his program because it was an influential program. He was left to decide what he would say as a presenter; no script was written by the director or writer, and Moufid Fawzy chose the wording and text that were said.
Director Samir Seif appeared in a brief cameo at the start of the film as the reader of the newspaper that published the news of the cabinet reshuffle.
